Richard Mason
When the IMO maritime regulatory framework meets the EU‘s maritime regulatory framework Richard Mason is admaris‘ expert. With a background in languages and law and more than 10 years’ experience as the European Commission’s Representative at IMO, Richard can provide a unique knowledge and insight into the interaction between both regulatory frameworks. His remit has ranged from satellites to safety and security issues, and, increasingly, environmental concerns – the 2020 sulphur cap; URN, and the complexities of IMO and EU GHG emission reduction regulations.
Richards career with the European Commission started in 1996 with another mode of transport, road transport, including capacity building and EU accession negotiations for Central and Eastern Europe as well as road transport social legislation, before moving on in 2006 to maritime safety issues as maritime safety policy officer. His focus was initially on the safety of passenger ships, bulk carriers and fishing vessels. To this was added the ISM Code, transfers between registers and flag state implementation of EU and IMO requirements. His subsequent posting as EC Representative to IMO allowed him to broaden his maritime regulatory knowledge to cover many more IMO safety regulations and their implementation.
It always seems impossible until it’s done.
